Veronica Hartwell
CEO

Veronica Hartwell has more than 26 years experience in program design and management; policy development; grant writing and grants management; program evaluation and administration. For eight years, she served as a consultant to Fulton County Department of Health and Wellness. As a consultant, she conducted feasibility studies, SWOT analysis, developed policies, standard operation procedure manuals, program management systems, procedural systems for Disease Intervention Specialists, and developed the framework to merge three programs, STD, HIV and Tuberculosis into one branch ~ Communicable Disease Prevention Branch. She also served as the director of the State of Georgia STD/HIV Program. As the director, she performed day-to-day oversight of an estimated 60 million dollars in federal and state STD/HIV funds; HIV Prevention Program, Ryan White Title II; policy development, implementation and evaluation of the Comprehensive STD Prevention Systems; STD Program Manual development; reviewing CTR and PCRS policies and procedures; management of the implementation of STD/HIV policies and health services to 19 public health districts in State of Georgia.

While in Mississippi, Dr. Hartwell coordinated and directed administrative and programmatic applications for Jackson State University National Alumni AIDS Prevention Project (NAAPP), which included planning and coordinating the involvement of collaborating alumni chapters in 27 states, collaborating national/regional minority and community-based organizations, and collaborating state/county health departments and educational training centers; preparing and managing the budget; writing new and continuation application proposals and meeting other criteria for continuation of a grant provided by the Centers for Disease Control and Prevention to fund a cooperative agreement which sustains the project; actively participating in designing, writing, and publishing training materials; and providing training and technical assistance services to implement project objectives. Materials published and services rendered during this tenure have been and/or are currently in use by over 800 community-based and/or national minority organizations, non-governmental organizations, and health agencies throughout the United States.

As the CEO, she functions as a technical consultant for several community-based, faith-based non-profit organizations and several for-profit companies. 

Jeffrey Porterfield, Ph.D.
EVALUATOR

A consultant to The Nominal Group, Inc., Jeffrey Porterfield holds the Ph.D. in Sociology from Georgia State University and the M.A. in Sociology from Atlanta University.  He earned the B.A. in Sociology from the University of Alabama in Tuscaloosa.   His areas of specialization include Quantitative Social Analysis and Methodology; Criminology; and Formal Organizations and Complex Systems.   

Dr. Porterfield currently serves as an Associate Professor in the Department of Sociology and Criminal Justice at the Clark Atlanta University, where he has been employed since January 1999.  In addition, he has been employed as a Research Associate of The American Institute for Managing Diversity/The Research Group in Atlanta, Georgia.  His experiences in research and project and program evaluation are extensive.  His writings in progress include Marriage in Black and White 2nd Edition, which will be published by Burnham Publishers.

Carolyn S. Hinton, CPA
ACCOUNTANT

A consultant to The Nominal Group, Inc., Carolyn S. Hinton is responsible for the accounting functions of the organization.  She is a certified public accountant (CPA) with a Masters of Professional Accountancy from Jackson State University and a Bachelors of Science in Business Administration – major in accounting-- from the University of Southern Mississippi.   She has been employed as the comptroller of Alcorn State University since August 2001.  Previous employment positions in accounting have included Accountant/ Assistant Business Office Manager at Hinds Community College; Budget/ Accounting Coordinator at Hinds County Board of Supervisors; and Accounting/ Audit Partner of Turner and Associates, an accounting firm in Jackson, MS.

Elmere Campbell, M.Div
ADMINISTRATIVE ASSISTANT

Responsible for day-to-day office operations and administrative support, Elmere Campbell, a semi-retired minister and former college administrator and instructor, holds the Master of Divinity degree from the Interdenominational Theological Center (ITC) in Atlanta. Her administrative support and secretarial skills were obtained through undergraduate studies in Business Education at West Virginia State College and a variety of job experiences which range from legal secretary to real estate salesperson in the private sector; from instructor of English, to executive assistant to the president, to director of development in the higher education arena;  and from director of a day care center to administrative assistant to the project director in the nonprofit sector.  She is a certified STD and HIV/AIDS instructor.

Joycee H. Cosby
SITE COORDINATOR

Joycee H. Cosby has degree in Early Childhood Eduction. She has over 23 years experince in working with youth  in the Jackson Public Schools.  She has worked as a 5th Grade Teacher, a Title One Remedial Program Instructional Support Technician, a Substitute Teacher, and  a Center Supervisor for the City of Jackson Summer Progroms

Dennis Daniels
COMMUNITY/HEALTH EDUCATOR

Dennis Daniels has degrees Psychology, Rehabilitation Counseling and Educational Administration.  He has over 12 years experience working with inner city youth and youth at risk for crime, school dropout, teen pregnancy and HIV/AIDS/STDs.  He is presently an Assistant Administrator at Oakley Training School, Raymond, Mississippi.

Veta Weathersby Jackson
COMMUNITY LIAISON

Veta Weathersby-Jackson brings a wealth of knowledge of the Jackson community to TNG.  She is responsible for working with staff to coordinate community outreach activites in the targeted areas; meeting weekly with parents of the participants; and visiting local schools to recruit and promote the project.  She  also coordinates participation on TNG’s Advisory Board with SAP/HIVP service agencies and other community-based organizations in the area. 

Veta received training in computer programming from Southern Technical College in Jackson and in Business from Hinds Community College.   Her related  work experience includes management of the training facility as a training coordinator, and coordination of sales training as a Training Specialist II for Skytel Communications; editing and updating training content of web sites, manuals, CD-ROM programs, and multimedia scripts and proposals as a SR Staff Assistant III for World Com; and employment for WLBT-TV.

Elijah Cameron
SPECIAL PROJECTS EVALUATOR

Elijah us experienced in behavioral research and program evaluation in the areas of public health and education.  Specially, in HIV/AIDS and STD behavioral, student outcomes research, and evaluation respectively.  Elijah hold the MA degree in Severe Disabilities - Rehabilitative Counseling (2000) from Norfolk State University in Norfolk, Virginia, and the  BA degree in Sociology and Criminal Justice (1996) from Morgan State University, Baltimore, Maryland.

Elijah is responsible for developing assessment tools and conducting evaluation of The Nominal Group, Inc. Special Projects.

Cenovia Burnes, PhD
CONSULTANT - SPECIAL PROJECTS

A consultant in the Office of Special Projects, Cenovia Burnes is responsible for monitoring The Nominal Groups' special projects.  She brings to The Nominal Group more than 12 years experience working with youth.

Cenovia Burnes is a certified school counselor for the Jackson Public School District.  She has provided services to students on all grade levels for over 12 years.  She holds an ABD status and also earned a Specialist degree in Counselor Education.  Other educational achievements include: Alcorn State University - Masters in Guidance; University of Southern Mississippi - Masters in Consumer Science:   Marriage and Family Therapy and Bachelors in Counseling Psychology.  Prior to becoming a Certified Counselor, Dr.. Burnes served as a Mental Health Counselor for the State of Mississippi.

Dr. Burnes is responsible for developing assessment tools and conducting evaluation of The Nominal Group, Inc. Special Projects.

Wayne Fortune
LEAD CONSULTANT - GEORGIA OFFICE

Wayne Fortune brings a wealth of experience and expertise to share with TNG’s clientele. He has progressively served as quality planner and strategic planner of the Metropolitan Atlanta Rapid Transit Authority (MARTA) since May, 2000. From September 2003 to August 2005, he served as the manager of MARTA’s strategic planning office facilitating the overall development and implementation of its strategic planning process, which includes organizational assessment and planning, board development and guidance, resource allocation, and performance measurement and management.

In addition to expertise and experiences which parallel TNG’s CBTTA services, Fortune has a variety of work experience which corresponds to the organization’s health education and prevention emphasis, both in Atlanta and in New York City. Among these are services as a program director for the MAIN Project of the National Organization of Black County Officials in Atlanta, where he was responsible for contract administration and fiscal management associated with planning, coordinating and implementing NOBCO’s health initiative nationwide. Further, he served as the Brooklyn Borough Director and subsequently the Assistant Bureau Head of the Narcotics and Drug Research, Inc., where he was progressively responsible for administering and directing the AIDS Outreach efforts in the Brooklyn Borough and then responsible for administering, directing and coordinating all operational activities of the New York State Department of Health, AIDS Outreach and Prevention Program.

He also served as Director of the Urban Systems and Planning Corp. in Brooklyn, New York, where he managed, planned and administered the operations and administrative activities of several systems within the data processing department and Parent Corporation. Prior to his directorship, he served as the Senior Special Assistant to the Executive Director of the Addiction Research and Treatment Corporation in Brooklyn, where he functioned as liaison to the Executive Office and six drug treatment clinics.
